Big Relief for Dual Nationals: Pakistan Moves to Protect Citizenship Rights of Overseas Citizens

ISLAMABAD – August 6, 2025:
In a landmark move welcomed by the Pakistani diaspora, the government has introduced legislation that would allow Pakistanis to retain their citizenship even after acquiring the nationality of another country.

The Pakistan Citizenship Amendment Bill 2025 was tabled in the National Assembly on Tuesday by the Minister of State for Parliamentary Affairs, Talal Chaudhry, and has been forwarded to the relevant standing committee for further deliberation.

“This bill seeks to safeguard the rights of overseas Pakistanis and resolve longstanding issues faced by dual nationals,” Chaudhry informed the House. He emphasized that under the proposed law, Pakistani nationals would no longer be required to renounce their citizenship upon accepting the nationality of another country.

Chaudhry added that Pakistan has formal agreements with several countries where dual nationality is already recognized, and this amendment aims to align domestic law with those international arrangements. “Our intention is to ensure that Pakistanis living abroad are not stripped of their constitutional identity or legal rights,” he said.

However, the bill did not pass without criticism. Senior lawmaker Syed Naveed Qamar raised objections to the government’s tendency to rely on presidential ordinances, especially in the presence of a functioning Parliament. “All legal matters must go through proper parliamentary channels, not executive shortcuts,” Qamar asserted during the session.

In a parallel development, the assembly also saw the presentation of the Motor Vehicles Industry Development Bill 2024, which is intended to modernize Pakistan’s automotive sector through new regulatory and developmental frameworks.

Observers are calling these legislative proposals a crucial step in the government’s broader reform agenda aimed at strengthening ties with overseas Pakistanis and stimulating industrial growth back home.

If passed, the dual citizenship bill could significantly ease the concerns of millions of Pakistanis living abroad, many of whom face difficult choices when it comes to choosing between national loyalty and international opportunity.
