Government Moves to Tackle Clearance Delays at Karachi Ports

Islamabad – August 19, 2025:
The federal government has rolled out a series of measures aimed at easing congestion and reducing delays in container clearance at Karachi’s two key ports Karachi Port and Port Qasim.

Chairing a high-level meeting, Federal Minister for Maritime Affairs Junaid Anwar Chaudhry confirmed that a set of recommendations has been finalized and shared with the Federal Board of Revenue (FBR). He added that the proposals are expected to be implemented within two weeks to bring port operations in line with international benchmarks.

The minister highlighted that modern technology would be introduced to cut down screening and laboratory testing delays, while steps would also be taken to expedite the disposal of overstay cargo. Plans are in place to expand grounding capacity at terminals, helping to ease bottlenecks and improve cargo movement.

Chaudhry further noted that night-time restrictions on cargo transportation would be lifted, coupled with the development of truck holding areas and multi-modal transport projects. These measures, he said, are designed to streamline logistics and reduce costs for traders.

The government has already announced a 50 percent reduction in port charges for dry bulk export cargo at Karachi Port Trust (KPT) last month. Building on that relief, the maritime affairs ministry has also slashed wharfage charges by half, cut storage charges by 50 percent with immediate effect, and postponed the scheduled 5 percent annual hike in port fees.

“These initiatives are in line with Prime Minister Shehbaz Sharif’s vision of supporting exporters and lowering the cost of doing business,” the minister remarked. He stressed that the reforms are part of a broader strategy to modernize port infrastructure, promote sustainability, and transition toward smart maritime practices.

Chaudhry also reiterated the government’s commitment to align the maritime sector with global environmental standards, saying that a strong economy must operate with both efficiency and environmental responsibility.
