Pakistan, Malaysia Sign Six Key Accords to Deepen Bilateral Cooperation; $200m Halal Meat Deal Announced

Islamabad — Pakistan and Malaysia have taken a significant step toward strengthening their economic and diplomatic partnership, signing six agreements on Monday covering areas such as education, Halal certification, tourism, small and medium enterprises (SMEs), and anti-corruption cooperation, according to the Associated Press of Pakistan (APP).

The accords were formalized during Prime Minister Shehbaz Sharif’s three-day official visit to Malaysia, held at the Perdana Putra Complex in Putrajaya the office of Malaysian Prime Minister Anwar Ibrahim. Both leaders oversaw the signing ceremony following a round of bilateral and delegation-level talks that focused on expanding trade and mutual cooperation.

One of the most notable developments was Malaysia’s decision to import $200 million worth of Halal meat from Pakistan, a move hailed by Prime Minister Shehbaz as a “welcome step” that would boost Pakistan’s exports and create new opportunities for its livestock industry.

Broad-Based Cooperation

The agreements include:

  • Diplomatic Training MoU: Signed between Pakistan’s Foreign Service Academy and Malaysia’s Institute of Diplomacy and Foreign Relations (IDFR).
  • Higher Education MoU: Signed by Pakistan’s Minister for National Food Security, Rana Tanveer Hussain, and Malaysia’s Minister of Higher Education, Dr. Zambry Abd Kadir.
  • Tourism MoU: Signed by Malaysia’s Minister of Tourism, Tiong King Sing, and Pakistan’s Information Minister, Attaullah Tarar.
  • Halal Certification MoU: Signed between Pakistan’s Minister for Commerce, Jam Kamal Khan, and Malaysia’s Minister for Religious Affairs, Dr. Haji Mohd Na’im Bin Haji Mokhtar.
  • Anti-Corruption MoU: Inked between the National Accountability Bureau (NAB) and the Malaysian Anti-Corruption Commission (MACC).
  • SME Cooperation MoU: Signed by SMEDA (Pakistan) and SME Corp Malaysia, aimed at fostering entrepreneurship and innovation.

The signing ceremony highlighted both nations’ intent to broaden economic engagement, enhance technological collaboration, and strengthen institutional linkages across key sectors.

$200 Million Halal Meat Deal: A Boost for Pakistan’s Export Ambitions

The landmark Halal meat agreement represents Pakistan’s largest-ever export deal with Malaysia in this sector. The deal opens access to Malaysia’s $3 billion Halal food market and the wider ASEAN region, while reinforcing Pakistan’s standing as a trusted Halal-certified exporter.

Prime Minister Shehbaz assured that Pakistan would “fully comply with Malaysia’s certification standards” and maintain transparency in pricing mechanisms. “We will make every effort to not only achieve the $200 million target but also build on it for future growth,” he said.

Strengthening Bilateral Relations

At a joint press conference in Putrajaya, Shehbaz Sharif and Anwar Ibrahim reaffirmed their shared commitment to expanding cooperation in trade, investment, defence, education, climate, and tourism.

Both leaders also discussed regional developments, particularly the situations in the Middle East and South Asia, expressing a joint desire to promote peace and stability through dialogue and diplomacy.

Shehbaz praised Malaysia’s hospitality, describing his visit as “a family reunion,” and highlighted the contributions of over 150,000 Pakistanis living and working in Malaysia. He also emphasized Pakistan’s willingness to collaborate with Malaysia in artificial intelligence, innovation, and technology-driven ventures, citing Malaysia’s success in these areas as a model for regional growth.

Mutual Appreciation

Prime Minister Anwar Ibrahim lauded Pakistan’s consistent support for Palestine, acknowledging its “principled and unwavering stance.” He also appreciated the contributions of Pakistani professionals and students to Malaysia’s development and called for enhanced cooperation in STEM education and research.

Calling Shehbaz his “brother,” Anwar said the visit would “open a new chapter of strategic partnership” between the two countries, strengthening not only governmental relations but also people-to-people ties.

A Strengthened Partnership Ahead

The visit concluded with a guard of honour for Prime Minister Shehbaz at the Perdana Putra Complex. In his closing remarks, he expressed deep gratitude for Malaysia’s “gracious welcome and generosity,” adding that he was leaving “more encouraged and optimistic about the future of Pakistan-Malaysia relations.”

The Pakistani delegation included Deputy Prime Minister Ishaq Dar, Information Minister Attaullah Tarar, and Special Assistant to the Prime Minister Syed Tariq Fatemi.

With the signing of these six accords and the landmark Halal meat export agreement the two nations appear poised to broaden their cooperation across multiple sectors, setting the stage for a new era of economic and strategic engagement in the years ahead.
